OUR APPROACH & DELIVERABLES:
Expanding the SCA across all domestic properties is estimated to have a large positive effect on PM2.5 emissions from solid fuel burning. Moored river vessels represent a much smaller contribution to overall emissions, and hence including moored vessels achieves a smaller reduction. The monetised benefits of expansion outweigh the costs, and there is predicted to be a net benefit to society of extending the SCA, driven by improvements to health.
Data on domestic burning behaviours has been derived largely from the survey undertaken by Defra in 2018/19. Calculations were undertaken for emissions from properties within and outside the SCAs. The calculations utilised assumptions which are outlined in the report. The health impacts have been monetised using Defra’s air pollutant damage costs. Quantitative cost analysis and monetised greenhouse gas impacts are combined with the monetised health benefits to calculate a benefit:cost ratio of the policy scenarios.
